No agents appointed – MRLSB and CCCC on ECRL

19th May 2019, Kuala Lumpur – The Malaysia Rail Link Sdn Bhd (MRLSB) and the CHINA COMMUNICATIONS CONSTRUCTION ECRL SDN BHD (CCCC) today released a joint statement on the issue pertaining appointment of lobbyist or agents for the East Coast Rail Link (ECRL) project.

“There are no agent or lobbyist appointed to facilitate the pre-qualification process for the local contractors” it said. This is with reference to the 40% local contractors’ involvement as agreed in the Supplementary Agreement (SA) for the civil works. In response to viral news on the appointment of agents and lobbyist for the civil works which will be awarded via direct negotiation, both parties have dismissed the claims as untrue and baseless.
“We are committed to ensure good governance and ethical practice is upheld in the pre-qualification and assessment of local contractors, and only those who are qualified will proceed to the next stage”, it said. It also mentioned that MRLSB and CCCC has agreed to ensure the ECRL project will become a benchmark in good governance, integrity and transparency.

MRLSB and CCCC has started the pre-qualification process to give opportunity to all contractors from grade G3 to G7 with the Construction Industry Development Board (CIDB) with minimum 2-star rating to be shortlisted as a potential tenderer for the said civil works.

Both MRLSB and CCCC urged all potential tenderers to submit their application directly at CCCC counter at the Sime Darby Convention Centre on the 29th and 30th of May.  For local contractors who has been approached or promised jobs based on claims through direct negotiation are advised to come forward to MRLSB and CCCC for investigation and further action.
