KUALA LUMPUR, July 9, 2024 – Minister of Energy Transition and Water Transformation, Dato’ Sri Fadillah Yusof, announced that the management of drainage and sewerage systems is handled by various parties, including the Department of Irrigation and Drainage (JPS) Malaysia, Local Authorities (PBT), District Offices, Public Works Department (JKR), and other relevant agencies and developers.
According to Fadillah during the morning session of the Dewan Rakyat (House of Representatives), referring to the Road, Drainage, and Building Act 1974 (Act 133), the responsibility for constructing and maintaining drains lies with the PBT.
“However, the Ministry of Energy Transition and Water Transformation (PETRA) will always collaborate with the relevant agencies to ensure that the drainage system functions effectively.
For institutional alignment purposes, the Cabinet in 1996 delineated the division of responsibilities between PBT and JPS. All internal drainage systems, including urban drainage, fall under PBT’s jurisdiction, while natural drainage systems involving rivers and tributaries are under JPS’s responsibility.
An allocation of RM410 million has been earmarked for river restoration to reduce flood risks under the 12th Malaysia Plan (RMKe-12) for each state,” said Fadillah.
Additionally, JPS has allocated RM540 million under RMKe-12 for emergency works aimed at restoring structures damaged by floods nationwide.
“However, the distribution of funds is based on the current needs of each state. Overall, the government has allocated a total of RM950 million for river restoration works to mitigate flood risks and address emergency situations,” he added.
